Apply through the SEAI Warmer Homes online portal. You need your 11-digit MPRN from an electricity bill, your PPSN and date of birth, and one proof-of-ownership document issued in the last 12 months. SEAI checks your welfare payment directly with the Department of Social Protection, so you do not send payslips or payment statements. You must own and live in the home, it must have been built and occupied before 2006, and you must be on one of seven qualifying payments. Approval is not the finish line: a surveyor decides afterwards what, if anything, your home gets. Expect 24 to 26 months from application to completed works.
Every figure and rule below was read from SEAI's own scheme pages and Citizens Information on 25 August 2026. Where the two sources say slightly different things, this page says so rather than picking the tidier number.

The Four Gates You Have to Clear
SEAI lists four criteria and you need all four. Most people who get refused clear three and fall at the fourth.

SEAI asks you to wait five to six weeks after your first qualifying payment before applying. The Department's records need time to catch up, and an application submitted too early can come back as ineligible even though you do in fact qualify.
The Seven Qualifying Payments
Three of these carry extra conditions attached to the payment itself. Read your row properly.

The Household Benefits Package is the one people most often expect to count. It does not. Neither does the State Pension on its own, though most pensioners who qualify do so through Fuel Allowance rather than the pension itself. We cover that overlap on SEAI grants for pensioners.
SEAI runs a welfare payment pre-check you can use before starting a full application.
What to Have Beside You Before You Open the Form
Gather these first. The portal will not hold a half-finished application indefinitely.
Your MPRN. Eleven digits, printed on your electricity bill. It identifies the meter, not you.
Your PPSN and date of birth. Used once to confirm your payment with the Department of Social Protection. SEAI states these are not retained after the check.
One proof of ownership, issued within the last 12 months and matching your name and address.
Any one of these works as proof of ownership:
- Mortgage statement
- Home insurance policy
- Title deeds
- Solicitor's letter confirming you own the home
- Local Property Tax letter plus a utility bill in your name and address from the last six months
Note the last one is the only pairing. The other four stand alone.
Three extra documents apply to some applicants:
- Carer's Allowance Confirmation Form if you qualify through Carer's Allowance. Download it from SEAI.
- Your child's birth certificate if you qualify through Jobseeker's Allowance or Disability Allowance, to evidence the under-seven condition.
- Apartment consent letter signed by your management company if you live in an apartment. SEAI provides a template. Your application will not move at all until this lands with the contact centre, so start chasing it the day you apply.
The Application, Step by Step
Step 1: Read the scheme guidelines
SEAI publishes a scheme and application guidelines PDF. It is the document that governs what you are agreeing to, and it is worth twenty minutes before a two-year wait.
Step 2: Apply online
The online portal is the fastest route and the one SEAI prefers. You upload your ownership document and any extras as part of the flow.
Step 3: Wait for eligibility confirmation
SEAI checks your details against Department of Social Protection records and confirms eligibility through the portal. This is a paperwork check, not a decision about your house.
Step 4: Pre-works BER assessment
Every home on the scheme needs a Building Energy Rating. If you already have a valid one, your application skips straight to survey. If you do not, SEAI arranges and pays for one, and a BER assessor contacts you to book a time. Your certificate arrives in the post.
Step 5: The home survey
An SEAI surveyor walks the inside and outside of your home, including the attic, measuring and photographing as they go. They then recommend the upgrades that suit your property and explain them to you, and you sign to confirm you understand the recommendations.
You do not get to choose the upgrades. That trips people up more than anything else in the process. The surveyor works to scheme rules and to the condition of the building, so two neighbours on the same terrace can be offered different work.
Step 6: The works
SEAI appoints a contractor from its approved list. You cannot swap them for a different one. The contractor reviews the surveyor's recommendations, contacts you and schedules the job.
Step 7: Final BER and inspection
A closing BER measures what the work achieved, and some homes are also inspected for quality. Your BER certificate and advisory report are published on the national BER register.
Applying by Post
There is a paper application form, and SEAI will post you one if you ring. Both SEAI and Citizens Information say plainly that postal applications take longer to process. Given the queue you are joining, a delay at the very start is a delay you carry the whole way through. If you can get help to apply online, that is the better use of the help.

That is not the number Citizens Information lists: 01 808 2100 is SEAI's general grants line, and the scheme guidelines give 01 808 2005 for Warmer Homes queries.
The Waiting Times, Stage by Stage
This is the part worth being straight about.

SEAI's headline sentence says the process takes "up to 24 months". Its own stage list further down the same page says works complete at around 24 to 26 months, describes stage three as "more than two years", and adds another two to three months for the final BER. Citizens Information also gives 24 to 26 months. Three of the four statements point past two years, so plan for 24 to 26 months and treat anything faster as a bonus.
Applications are processed strictly in the order they arrive. There is no way to move up the queue, and nobody who offers to do that for you can. SEAI does prioritise within the queue, however. The scheme guidelines are specific about it: a home is categorised as priority for survey and works where both conditions apply, constructed before 1993 and holding a published BER of E, F or G. One without the other does not do it.
Why Applications Get Cancelled
An approval can still end with no work done. The common reasons, from SEAI's own answers:
- No suitable works. The surveyor finds nothing the scheme can do, most often where insulation cannot be installed. You can contact SEAI to discuss it if you think that is wrong.
- Recent previous work. If you had upgrades done on or after 1 July 2018, you are usually not eligible now. Older work is a different matter, and Citizens Information confirms you can come back to the scheme more than once if your home would still benefit.
- Walls already insulated. Only one type of insulation is funded per wall.
- Pre-1940 or stone-built. Wall insulation is not usually carried out on these, though other measures may still be available.
- A dormer or converted attic. SEAI does not do attic insulation where there is a dormer or attic conversion, because those need bespoke solutions outside the programme.
- Restricted access. Contractors need reasonable access. If access is very limited, the work can be cancelled.
- Apartment consent never arrived. The application simply does not progress.
- You decline the heating change. Since 1 January 2025 the scheme cannot fund oil or gas boilers, only renewable systems such as heat pumps. Citizens Information notes that if a heating upgrade is part of a major renovation and you refuse to move off fossil fuel, SEAI will not carry out the other insulation work either.
Two more limits worth knowing. Windows are replaced only when they are single-glazed and wall insulation is happening at the same time, never on their own. Heat pumps are offered only to homes with low heat loss, which rules out many older and larger properties.
The scheme also stops at the upgrade. Repairs, structural problems, painting and making good afterwards are yours.
If Two Years Is Too Long
Since 2026 there is a second route that runs alongside the queue rather than replacing it. If you are on a qualifying welfare payment, you can apply for individual attic and wall insulation grants at a higher rate, pick your own SEAI-registered contractor, and get the work done now. Doing so does not affect your place in the Warmer Homes queue.
The catch is cash flow. You pay the contractor up front and SEAI refunds the grant afterwards, typically four to six weeks after your paperwork is in.
SEAI's Warmer Homes page advertises "up to €2,300" for wall insulation and "up to €2,500" for attic insulation. Both are the detached house rates. Every other property type gets less, and the €2,300 applies to cavity wall insulation specifically. Internal and external wall insulation are funded at the standard rates, with no welfare uplift.

The Five-Year Rule Nobody Mentions
If you sell your home within five years of the work being done, you have to tell SEAI in writing at least 30 days before the sale closes. SEAI may then ask you to repay some or all of the grant, at its discretion.
The scheme's terms and conditions are more specific than the summary versions. Clause 41 requires the 30 days' prior written notice. Clause 42 entitles SEAI, at its discretion, to demand a sum equal to the total monetary value of the works or a percentage of it, payable within one calendar month of the demand letter.
It is not a charge registered against the property and it is not automatic, but it is a binding term of the scheme and it is easy to miss in the paperwork.
Where Solar Fits, and Where It Does Not
Solar is being added to the Warmer Homes Scheme. The Government announced on 29 September 2026 that, from 6 October 2026, solar PV and a 5 kWh battery are offered as standard, alongside attic and wall insulation, draught-proofing, lagging jackets, efficient lighting and occasionally a heat pump or windows. SEAI's own Warmer Homes page had not added solar to its list when we checked on 7 October 2026, so ask SEAI how it applies to an application already in the queue.
The SEAI Solar Electricity Grant is a separate scheme with completely different rules, and this is the useful bit: there is no income test and no welfare condition. Any homeowner qualifies, including private landlords, provided the home has an MPRN and was built and occupied before 2025. The grant pays €700 per kWp up to 2 kWp and €200 for each additional kWp to 4 kWp, capped at €1,800, and the Minister has confirmed the cap stays at €1,800 through 2026. If you are on a qualifying welfare payment, SEAI's enhanced grant pays up to €8,400 for panels plus €600 for a battery instead, with no queue.
The two schemes also run on very different clocks. Warmer Homes is a two-year queue. A solar installation runs on the grid connection, which usually takes at least four weeks with ESB Networks, and you have eight months from grant approval to finish the job.

Applications are handled strictly in the order received and cannot be moved up the queue.
Seven payments qualify: Fuel Allowance under the National Fuel Scheme, Working Family Payment, One-Parent Family Payment, Domiciliary Care Allowance, Carer's Allowance where you live with the person you care for, Jobseeker's Allowance for more than six months with a child under seven, and Disability Allowance for more than six months with a child under seven. The Household Benefits Package does not qualify. If your payment started recently, SEAI asks you to wait five to six weeks after the first payment before applying.
No. You must own the home and live in it as your main residence. A landlord cannot apply for a tenanted property under this scheme either. Landlords have a separate route through SEAI's individual energy grants and its supports for landlords, and those are part-funded rather than free.
No. An SEAI surveyor assesses your home and decides what is suitable under the scheme rules, based on its age, size, construction and existing heating. The contractor then reviews those recommendations. Two similar homes on the same road can be offered different work, and some homes are found unsuitable for any measures at all. If the surveyor rules your home out, ask for the reason during the visit and contact SEAI if you think it is wrong.
Possibly. Citizens Information confirms you can use the scheme more than once if your home would still benefit and you still meet the criteria. SEAI's own guidance is that work completed on or after 1 July 2018 usually rules you out. Where older work exists, you may still qualify if circumstances have changed, for example an attic that was floored and could not be insulated before but has since been cleared, or a home with solid concrete walls that never received cavity insulation.
Since 6 October 2026, yes, according to the Government: its 29 September 2026 announcement adds solar PV and a 5 kWh battery as standard to the existing measures (attic and wall insulation, draught-proofing, lagging jackets, energy efficient lighting and occasionally a renewable heating system or replacement windows). SEAI's own scheme page had not listed solar when we checked on 7 October 2026. Outside the scheme, solar is funded through the SEAI Solar Electricity Grant, which has no income or welfare condition, is open to any homeowner including private landlords, requires the home to have been built and occupied before 2025, and pays up to €1,800. Applying for it does not affect your position in the Warmer Homes queue.
